&lt;p&gt;Exactly, I figured the same when i talked to one of my friend working in Microsoft. The new Management Portal is misleading users to assume that you are creating a new ACS Namespace which can be used in VS2012.&amp;nbsp;Servic Bus internally uses the ACS and appends
 -sb to the namespace and hence it cannot be used as regular ACS for authentication.&lt;/p&gt;
&lt;p&gt;I too reverted to Old Management Portal and created a new ACS, it works like a charm.&lt;/p&gt;
&lt;p&gt;Hope&amp;nbsp;the Azure Team will do something to make things less confusing in the new Management Portal.&lt;/p&gt;

&lt;p&gt;Although you can use the Identity and Access wizard on an ACS namespace, this will not work on a Service bus namespace. In the previous version of Visual Studio you would click on &amp;ldquo;Add STS reference&amp;rdquo;. This menu item is no longer displayed, its
 equivalent is to run C:\Program Files (x86)\Windows Identity Foundation SDK\v4.0\FedUtil.exe.&lt;/p&gt;

I'm happy if this issue will be resolved soon or at least a workaround is known. I believe you could update the web.config manually, without using the tool for the time being.&lt;/p&gt;

&lt;p&gt;You are right. I have tried to reproduce your issue and this occurs when I create a new namespace. I was using my old one before (which still works, but is not listed among the service bus namespaces). Maybe it is best to log a ticket with Azure, since this

&lt;p&gt;I'm curious what you are doing exactly then, because I just tested it with an invalid key and I get the same error (which makes sense). Are you sure your ACS namespace and management key are correct?&lt;br&gt;
I just created a new visual studio 2012&amp;nbsp;web site project and verified that it works (tested in both normal and Administrator mode).&lt;/p&gt;
